Mesa was laid out around water before it was laid out around houses. Much of the older grid was platted for flood irrigation, and those yards were built to hold standing water for a few hours at a time — which is a completely different yard from one built around sprinkler heads and drip line. Once the grass is gone and the water is off, that ground does not simply sit there: it settles unevenly, it drains where it was never meant to, and whatever irrigation somebody added on top of it later starts showing its age all at once.
