Why keep watering a lawn that was only ever there because the block used to flood irrigate? That question is behind most of the rock work in Mesa. Rock design is one of the services Nefi lists by name, and done properly it is not gravel dumped over dead grass: the old lawn and the old sprinkler heads come out, the ground gets graded to drain instead of pond, borders go in to hold the material where it belongs, and the drip line is run underneath the rock so the plants that stay are still being fed. Desert planting — agave, lantana, a mesquite for shade — is what keeps the yard from reading as a parking lot.
Two Mesa details change how a rock yard gets laid out. Caliche a few inches down limits how deep the drip can go, so the lines are planned around what the ground will actually accept. And in the newer areas like Eastmark and Superstition Springs the HOA usually has something to say about rock color, plant counts and how tall things are allowed to get — easier to design inside those limits than to redo it.
